Imagine a world where lewd acts and material were banned or prohibited. Looking at a Playboy magazine or watching porn would put you in jail. You couldn’t make any sexual comments (which is actually harassment) or make any sexual hand or body gestures towards anyone or even with yourself. That means you couldn’t masturbate or do self-pleasure along with pleasuring your love one.

The government monitors you by placing devices around your wrist and neck. Every word spoken and hand motion you do is carefully analyzed to make sure you are compliment with the law. There would be many people in jail the first day if this program was ever implemented.

What would you do if your government did this without your consent? Would you complain and accept it, or would you become a terrorist? A terrorist that spread the world of lewdness to help people release their built-up sexual desires? Shimoneta: A Boring World Where the Concept of Dirty Jokes Doesn’t Exist shows what happens when the world has become to square, and the word of dirty books and jokes must rise again.

In the near off future, the Japanese government has declared that immoral activity from lewd language to disturbing sexual content is banned from society. The government has issued that all citizens must wear high tech devices around their necks and wrist called Peace Makers. The Peace Makers are designed to analyze every spoken word and hand motion of the individual that could break the law. Japan becomes the country where the existence of sexual content has become unknown.

Tanukichi Okuma is a new high school student from outside the city limits. He is accepted to the country’s leading elite “public morals school” in hopes of reuniting with his crush and current student council president, Anna Nishikinomiya. As he sits on the train, Tanukichi finds himself in a situation where he comes face to face with the lewd sexual terrorist “Blue Snow.”

Unbeknownst to him, “Blue Snow” is Ayame Kajou, the student council vice president and leader of “SOX.” Auame kidnaps and forces Tanukichi to join her organization in hopes of creating and spreading the once-forgotten ways of pornographic materials to the minds of students everywhere.

Shimoneta: A Boring World Where the Concept of Dirty Jokes Doesn’t Exist is a pretty funny anime. If you are into the total sexual innuendo and jokes, then this anime is right up your alley. The sexual content in this anime is so over the top that it is insane. You see no nudity but the throwing of panties, a guy dressed up in underwear while drinking wine out of a glass with underwear in it is pretty crazy.

The anime story is actually pretty interesting about rebellion against the system. It is something when the Japanese government declares all immoral activity and lewd content and language to be banned. How does that even happen? Just think of it, no Playboy, Hustler, porn, or even sex, all out of the window. I find it hilarious that a group of high school students become terrorists while fighting back. How do kids become the savior of the world? They don’t even blow up anything. They run around, throwing underwear and nude pictures around. All the sexual content does become overbearing but funny, no less.

The characters in this story are pretty good. The two main characters are Ayame Kajou and Tanukichi Okuma. Ayame Kajou is the vice-president of the Student Council and daughter of a disgraced former Diet member who unsuccessfully fought against the public morality laws. She secretly acts as the perverted terrorist “Blue Snow,” where she wears panties over her face and toga type outfit. She spreads terror by throwing semi-pornographic leaflets while shouting dirty jokes. She is quite funny, but as the show goes on, her sexual jokes and acts actually become quite annoying. It never ends with her sexual content. Yet she knows nothing about sex. Tanukichi Okuma is a shy student who transfers to a new school to be closed to his childhood friend named Anna. Tanukichi tries to do the right thing when he is unwillingly recruited into the sexual terrorist organization SOX. We learn that he is the son of an infamous dirty-joke terrorist, and his motivation is to not be like his father. How the apple doesn’t fall from the tree. Talk about fate. He actually grows into his role as a sexual terrorist, ultimately becoming co-leader and participating in many of the acts. The sad part is that his crush becomes his crush and tries to rape him at every turn.

One of the most extreme characters is Anna Nishikinomiya. Anna is the Student Council president and Tanukichi’s childhood crush who has tasked him with hunting down “Blue Snow.” She is a sweet girl who does everything by the book. When she accidentally kisses Tanukichi, in a series of unfortunate events, she turns into a very sex-crazed girl. She takes a psycho girlfriend to the extreme. The ways she expresses her love is quite interesting. She tries to rape him a few times, along with spewing out her love juices. Another pretty funny character is Hyouka Fuwa. Hyouka is interesting, to say the least. She is a scientist who is obsessed with solving the mystery behind how babies are truly conceived. She looks like she needs a ton of sleep but does things that make you wonder, like collecting insects to study their reproductive habits. Then there is the main villain, Takuma Ichinose. Takuma is so out there it isn’t even funny. He is an Ero-terrorist that wraps his whole body in panties with a crazy obsession with underwear. He is always shown with a glass of wine with underwear in it. You read that right. Dude sips wine from a glass with underwear in it. Takes being a villain to a whole new level.

Shimoneta: A Boring World Where the Concept of Dirty Jokes Doesn’t Exist is pretty interesting in the fact that the story is one where no lewd acts can be performed. That the world’s terrorist aren’t ones that show terror through violence but throwing nudity pictures around and saying derogatory words. The anime is actually hilarious but starts to get tedious as time goes on. The jokes start to become very stale and unentertaining. The best parts is how far Anna takes her “love for Tanukichi. Not a terrible anime, but one definitely worth watching.
